Environment and energy ministry bill to clear way for installing photovoltaic panels on apartment block roofs

An article in a draft environment and energy ministry bill dealing with the biomethane and hydrogen fuel markets will also open up the way for the installation of photovoltaic panels in the jointly owned common areas of apartment buildings. The bill will allow such installations covering up to 40% of the jointly owned roof (or other jointly owned area) provided there is agreement between owners of at least 51 percent share of the building's joint ownership.
Previously, such installations required unanimous agreement of all owners, which was difficult to achieve, especially in cases where only one owner would benefit or space was taken up where a solar water heater might be installed. Other obstacles were outdated building rules, written before the technology existed.
The measure allows installation with a simple majority provided that the system is collective and involves at least two of the tenants and does not exceed 40% of the surface, while the photovoltaics must be installed by more than one consumer.
