Basic results of civil services evaluation presented on Wednesday

The results of the first-ever evaluation of public services by Greek citizens were outlined by Interior Minister Thodoris Livanios at a presentation at Maximos Mansion on Wednesday, in the presence of Prime Minister Kyriakos Mitsotakis.

At the same event, Deputy Minister Vivi Charalambogianni presented the results of an internal performance evaluation of civil servants that took place in 2024.

Both presentations were welcomed by Mitsotakis as providing "extremely interesting" data they provided. The part related to public services is available at the platform https://axiologisi.ypes.gov.gr/home, with an archive of all answers publicly available for data processing.

Public services evaluation

A total of 65,000 adult Greek citizens or permanent residents of Greece volunteered to fill out an online survey through the platform "Evaluation of Public Administration" from May 6 to 31, 2025. The results are grouped by service type and regional unit (for central state services), or by category of service and local government, with a comparison of data. The survey will be repeated every six months to collect primary data on citizens' viewpoints on civil services, both central and regional.

The four large categories evaluated include the following:

- Central state services (Independent Authority for Public Revenue/AADE, social insurance/e-EFKA, land registry, public transportation, residence permit services),

- Digital services of the central state (digital AADE services, MyHealth, e-prescriptions, digital land registry services).

- Digital services of Gov.gr portal, and

- Local government services. 

Some of the public service survey results include the following (a selection):

- Most large across-the-board public agencies have been evaluated fairly uniformly, despite specific issues at each.

- In an overwhelming majority answers, ratings are directly related to the load of work at the agency. For example, regional services for migrants related to seasonal work permits were rated lowest wherever the load of applications was heavy (e.g. Ilia, Etoloakarnania, Corfu, and Rhodes).

- Public transportation satisfaction depended on how well an area was served by the Athens metro. Lowest-ranking municipalities were those without easy access to the metro. Thessaloniki evaluations were more uniform.

Gov.gr approval

- Gov.gr digital services received high ratings across the board and regardless of a participant's age. Of note is the significant acceptance of the electronic ticketing system for professional soccer and basketball games at gov.gr wallet, including at the hometowns of the sports groups.

- Besides negative evaluations on island road networks (especially on Crete and the Ionian and Dodecanese Islands), most survey participants gave low rating to the state of the road network generally (which is affected by projects for natural gas, sewage, fiber optics) and sidewalks, and especially lower when they relate to access by physically impaired people, and parking. 

- Cleanliness and lighting of municipalities were graded favorably.

Deputy Interior Minister Charalambogianni presented the results of civil service employees, which she said aimed at making public administration more effective. The evaluation system focused on introducing annual quantitative and qualitative goas, and observing their progress on a daily basis along with training employees in new skills. 

A total of 172,474 civil servants participated in the 2024 survey, and a total of 186,836 goals were set. Some 15,615 employees were found to be high performing and another 2,102 low performing. In addition, a total of 154,251 trainings were held in 2024 by the National Center for Public Administration (EKDDA), responsible for training in public administration and local government. Another 22,535 civil servants have acquired digital skills through public-private partnerships.
